ONLINE TRAFFIC VIOLATION FINE PAYMENT: Reduced corruption, citizen benefits. Paying traffic violation fines online through the National Public Service Portal not only alleviates many difficulties for citizens but also minimizes corruption in the process of fining and paying traffic violations.

The Prime Minister instructed the Ministry of Public Security to urgently complete the revision and supplementation of Circular 15 of 2014, which regulates vehicle registration, to ensure the implementation of online vehicle registration fee collection and the use of electronic documents for vehicle registration fee payment for cars and motorcycles, to be completed before February 15th.
Accordingly, the Ministry of Public Security will take the lead in providing services on the National Public Service Portal for the collection of fines for administrative violations in the field of road traffic. At the same time, it will coordinate with the Ministry of Transport to share data on administrative violations in the field of road traffic with the tax authorities to ensure the online collection of vehicle registration fees.

REMOTE PAYMENT OF VIOLATION FINE IS POSSIBLE
Accordingly, the payment of fines for administrative violations in the field of road traffic will be made directly through the National Public Service Portal. Citizens who violate road traffic regulations can pay fines online without having to go to the local treasury - where the violation was recorded - to pay the fine as before.

OPENNESS, TRANSPARENCY, REDUCING NEGATIVE PRACTICES
In fact, according to Government Resolution 10, citizens who violate the law can choose to pay fines at post offices and then receive their temporarily confiscated documents delivered to their homes. However, this procedure is cumbersome and rarely fully complied with.

Lawyer Nguyen Van Hau, Vice Chairman of the Ho Chi Minh City Lawyers Association, assessed that although the method of paying fines via post office has been improved, the procedures and waiting times are quite long and difficult for citizens. Because of this inconvenience, most people fined in provinces and cities far from their place of residence often choose to negotiate with traffic police, offering bribes, leading to many negative practices. The higher the prescribed fine, the greater the bribe, resulting in revenue loss for the state, while traffic violations remain difficult to improve due to the "negotiation is possible" mentality. Therefore, the online fine payment method through the National Public Service Portal needs to be implemented quickly for the benefit of all parties.

According to Mr. Hau, "Besides being convenient for citizens, paying fines online also helps reduce corruption because there is no cash collection, and neither the violator nor the finer has the opportunity to 'share' the money. After being transferred to the National Service Portal, the fine money will be sent to the local treasury according to the information of the place of punishment. Provinces and cities will not have to worry about losing budget funds and can effectively monitor local citizens."

He further shared: "Post-inspection procedures are also easier and more transparent when done electronically. Evidence, images, and records are sent directly to the electronic portal, linking with the provincial and city traffic police, and with the treasury. If the violator fails to pay the fine by the deadline, interest is calculated, and then their rights in other civil relations are restricted, such as being denied vehicle registration or having their driver's license invalidated... Developed countries all do it this way," he suggested.
